Alternate Side Parking & Metered Parking Regulations Suspended Through January 2nd
The NYC Department of Transportation has announced that alternate side parking and parking meter regulations have been suspended for Thursday, December 30th for snow removal, and also on Friday, December 31st and Saturday, January 1st due to New Year’s Eve and New Year’s Day.
CB14 District Manager Surveys Impact of Blizzard 2010
CB14 District Manager Doris Ortiz joined Department of Sanitation personnel in surveying the impact of Blizzard 2010 on Community District 14. As of Tuesday afternoon, major progress has been made on primary roads such as Coney Island Avenue and Ocean Avenue. Plowing has begun on commercial streets such as Avenue J and Avenue M. There is still a tremendous amount of plowing that has to be done on side streets. The Mayor announced earlier today that most of the City’s streets should be plowed by Wednesday evening the latest.

UPDATE: Sanitation Temporarily Towing Cars for Snow Removal
CB14 has learned that the Department of Sanitation has begun temporarily towing vehicles parked unattended in the middle of streets that need to be plowed. They will only be temporarily moved within the vicinity, and once the plow finishes with the street, the vehicle will be placed back in the vicinity. We appreciate your cooperation with this matter to assist with the City’s overall snow removal effort.
Update on Blizzard 2010 Response
CB14 is working hard to ensure the City of New York and the Department of Sanitation clears as much snow as possible so life can return to normal in our district. There are a few ways you can assist us during this emergency:
- Please call our office at 718-859-6357 or email us at info@cb14brooklyn.com with any locations that have not been plowed. All locations are being referred immediately upon receipt to the Mayor’s Office and the Department of Sanitation. Currently, the Department of Sanitation is working on clearing primary and snow emergency routes. (Those must be completed before Sanitation will be able to attend to secondary and tertiary routes.)
- Do not call 911 regarding abandoned cars. Call 311 instead. 911 should be used for emergency situations only.
- Mass transit is still greatly affected. For specific details on the status of a particular train or bus, visit the MTA’s website.
- If you do not have to drive, please do not drive. Cars continue to get stuck on streets and therefore are impeding clean up operations.
- Sanitation refuse and recycling collections are suspended until further notice
- Alternate side parking and metered parking rules are suspended for Tuesday, December 28th and Wednesday, December 29th

The City has suspended alternate side parking rules for Monday 12/27 for snow removal. Parking tickets will not be issued for parking meters on Monday, December 27th (announced as of 12/27/10).
Sanitation Suspends Refuse and Recycling Pickup To Clear City of Snow
In order to ensure that all city streets are plowed and salted throughout the current blizzard, the Department of Sanitation has announced that all scheduled refuse and recycling pickups will be suspended citywide. Announcements will be made when curbside pickups will resume.
New Recycling Laws for Larger Multiple Dwellings Take Effect
The New York City Department of Sanitation began issuing recycling violations pursuant to the new recycling law, Local Law No. 34 of 2010.
Local Law No. 34, signed by Mayor Bloomberg last month, establishes two tiers for fines based on the number of units in a building, and increases fines for larger apartment buildings, and commercial, and industrial buildings. First time fines for smaller residential buildings (1 to 8 units) remain the same at $25 for a first time offense, $50 for a second offense, and $100 for a third and subsequent violation in a 12-month period. An owner of a 1 to 8 unit residential building can never be deemed a persistent violator (which allows for the imposition of fines on a per bag basis).
The fines for larger apartment buildings (9 or more units), commercial and industrial buildings are now set at $100 for a first violation, $200 for a second violation and $400 for a third and subsequent violation in a 12-month period. The law allows for a person committing a fourth and subsequent violation within a period of six months to be classified as a persistent violator who shall be subject to a civil penalty of $400 for each violation. For persistent violators only, each container or bag containing solid waste (non-recyclable materials) that has not been source separated or placed for collection in a manner consistent with DSNY’s recycling rules, shall constitute a separate violation, provided that no more than twenty (20) separate violations are issued on a per bag or per container basis during any twenty-four hour period.

No Garbage, Recycling Collection or Street Cleaning on Christmas Day, December 25th
The New York City Department of Sanitation (DSNY) announced today that in observance of Christmas Day, there will be no garbage or recycling collection, or street cleaning on Saturday, December 25, 2010. In addition, all Sanitation Department administrative offices will be closed on Friday, December 24th, in observance of the holiday.
Residents who normally receive Saturday garbage and recycling collection should place their garbage and recycling out at curbside Sunday, December 26th after 4 P.M. for pickup.

Thursday, November 25th, 2010, Thanksgiving Day, is a City holiday and, therefore, the CB14 District Office will be closed in observance of the holiday.
Additionally, the New York City Department of Sanitation (DSNY) reminds New Yorkers that there will be no garbage or recycling collection, or street cleaning on Thursday, November 25, 2010. In addition, all Sanitation Department administrative offices will be closed in observance of the holiday.
Residents who normally receive Thursday garbage collection should place their garbage and recycling out at curbside Thursday after 4 P.M. for pickup. Those receiving Thursday recycling collection will not have their recycling picked up until the following Thursday, December 2nd.
The Bug Stops Here!
Beginning December 3rd, 2010, the New York City Department of Sanitation will require all City residents to fully encase within a sealed plastic bag all mattresses or box springs being discarded for Sanitation collection. This new rule will help prevent an increase in bed bug activity, with bed bugs being found in homes and apartments. Bed bugs are generally nocturnal and tend to live in bedding, such as mattresses and box springs, hiding in their crevices until they are ready to feed.
Under the new rule, failure to place a mattress or box spring out in a proper bag can result in a $100 fine. The Department will delay enforcing the new set-out rule for 30 days, followed by full enforcement beginning January 3rd, 2011.
Plastic bags to contain the bedding are available at department stores, home improvement centers, at other home supply businesses, and online, at a modest cost. Bedding stores also provide removal options with purchases.

In addition, all Sanitation Department administrative offices will be closed in observance of the holiday.
Residents who normally receive Thursday garbage collection should place their garbage and recycling out at curbside Thursday after 4 P.M. for pickup. Those receiving Thursday recycling collection will not have their recycling picked up until the following Thursday, November 18th.
Election Day: CB14 Office Closed & No Garbage, Recycling Collection or Street Cleaning
Tuesday, November 2nd, Election Day, is a City holiday and, therefore, the CB14 District Office will be closed in observance of the holiday.
Additionally, the New York City Department of Sanitation (DSNY) today reminded New Yorkers that there will be no garbage or recycling collection, or street cleaning on Election Day. In addition, all Sanitation Department administrative offices will be closed on Tuesday, November 2nd in observance of the holiday.
Residents who normally receive Tuesday garbage collection should place their trash out at curbside Tuesday after 4 P.M. for pickup on Wednesday, November 3rd. Those receiving Tuesday recycling collection will not have their recycling picked up until the following Tuesday, November 9th.
Passover Sanitation Collection
There will additional Sanitation collection services in portions of the Flatbush, Midwood and Kensington areas to assist our residents in preparation for Passover observances, which commences at sundown on Monday, March 29, 2010. The plan provides for an additional collection on Friday, March 26th and Monday, March 29th.

Office will be closed on Monday, Februrary 15 – Presidents’ Day – No Garbage Collection
The CB14 office will be closed on Monday, February 15 for Presidents’ Day.
Garbage and recycling will not be picked up by the Department of Sanitation on Lincoln’s Birthday, Friday February 12th and on Presidents’ Day, Monday February 15th. Your refuse will be picked up the day after the holiday. Recycling will be picked up the following week.

Fall 2009 Leaf Collections
The Department of Sanitation has announced that, once again, there will be no composting program due to budget constraints. Raked leaves will be collected with regular household refuse. Leaves do not have to be placed in clear bags as in the past.
Please remember that it is still illegal for landscapers to dispose of yard waste by placing it at the curb for Sanitation Department collection. Landscapers must bring leaf and yard waste to a composting facility. Fines for lack of compliance are $25 for the first violation, $50 for the second violation, and $100 for the third and each subsequent violation.
If you are interested in donating the leaves for composting, Project LeafDrop (www.nycleaves.org) is organizing drop off sites for leaves. 6/15 Green Garden (www.615green.org) in Park Slope will be accepting leaves from the public at two locations: On November 8th and 21st from 11 AM to 1 PM at the community garden on Albemarle Road and Buckingham Road, and on the weekends of November 7-8, 14-15, and 21-22, from 11 AM to 1 PM at the community garden on 6th Avenue between 15th and 16th Streets.
