b) Committee of the Whole: The board’s position with respect to meetings and public hearings on issues and/or actions which may require a vote during the summer months, is to hold these items over to September. The board will convene during the months of July and August should there be an item that requires a vote, in which case it is recommended that the board vote on a resolution empowering a “Committee of the Whole” to take action on behalf of the full board. This enables the board to satisfy its quorum requirement during the summer months.
