Council Launches Penalty Relief Program Aimed at Helping Businesses and Homeowners

The Penalty Relief Program is a joint program between the City Council and Mayor Bloomberg established through Local Law 47 of 2009, which will run from September 21st until December 21st, 2009.

The Penalty Relief Program will allow businesses and homeowners who have outstanding default judgments against them from the Environmental Control Board (ECB) to pay ONLY the base violation fine amount.  A violation is considered to be in default if the individual or business that received the violation failed to pay the fine or challenge it in a hearing within the required time frame.  Through the program, the City will wave the default judgment, late fees, and all other penalties and interest.

ECB violations are issued by such city agencies as Sanitation, Buildings, Consumer Affairs and Transportation.  Businesses and homeowners are commonly issued violations for dirty sidewalks, failure to properly separate recyclable materials, obstruction of sidewalks, vending merchandise without a license of permit and much more.

Individuals and business owners may apply for the program online, by phone or by mail.  The application process takes less than five minutes and all that is needed is the name and address of the business and homeowner.
