Dear Community Resident:

Brooklyn Community Board 14 is pleased to announce that Department of Sanitation Commissioner John Doherty has once again approved the Board’s plan for additional Sanitation collection services in portions of the Flatbush, Midwood and Kensington areas to assist our residents in preparation for Passover observances, which commences at sundown on Monday, April 18, 2011. The plan provides for an additional collection on Friday, April 15th and Monday, April 18th. To access the plan, click here.

Residents should call 311 to schedule a pick-up by the Parks Department of any tree branches and/or debris prior to the supplemental collection, since the agency will not remove tree debris. Additionally, Department of Sanitation policy requires a special appointment for removal of discarded refrigerators and/or air conditioners. Arrangements can be made by calling 311 or by visiting their web site, www.nyc.gov/sanitation, and prior to the week of April 14th to ensure pick-up before the holiday.

All mattresses placed out for collection must be sealed in plastic. Failure to do so will result in a summons.

It is important to prepare early and utilize the regular Sanitation services the week before for bulk items in order to avoid an excessive volume of debris that could impede planned schedules. The use of plastic bags for these special collections that will also include pick-up of recycling materials is strongly suggested.

Please note: All materials should be placed at curbside on Sunday, April 17 after 5 p.m. The cut-off for all pick-up including Chometz is 12 noon, Monday, April 18th.

House of Worship patrols have been coordinated by Deputy Inspector Ralph Monteforte and the 70th Precinct to provide additional Police coverage for religious facilities during the Passover and Easter Holy days.

Special thanks to the Department of Sanitation Borough Superintendent Thomas Killeen, Deputy Chief Rosario Romano, District Superintendent Daniel Stine, Commanding Officer of the 70th Precinct Deputy Inspector Ralph Monteforte, as well as our own local elected officials for their assistance in developing the plan.

If you have any questions regarding the Passover supplementary schedules, please call the Community Board 14 District Office at 718-859-6357 during the hours of 9 AM and 5 PM.

Sincerely,

Doris Ortiz
District Manager

The New York City Department of Sanitation continues to have a snow operation in effect following the most recent 12 inch snowfall.

Refuse and recycling collection service will resume this evening, Wednesday, January 12th at 7 PM. The DSNY will resume where collection service left off when the storm began, with those areas scheduled for Tuesday collection service. Moving forward, residents should place their refuse and recyclables out the evening before their regularly scheduled collection day, though there will be some delays. Residents are asked to clear snow from material placed out for collection so it can be seen and serviced by collection crews.

The New York City Department of Sanitation announced today that it will resume limited garbage collection around the city on Monday, January 3rd.

Those who normally receive Monday collections should place all of their garbage bags, pails and containers out at curbside on Sunday night.

The Department will not be collecting recyclables until further notice. Residents can also place out their discarded Christmas trees for pickup.

Residents are asked to clear a path for Sanitation crews to collect the garbage. If bags and pails are buried under the snow, they should be dug out so crews can have access to them. Trucks have already been out emptying litter baskets around the city.

Finally, Sanitation trucks have started to collect garbage dumpsters from housing developments across the city and other trucks will be making garbage pickups at other large apartment buildings.

Please call our office at 718-859-6357 or email us at info@cb14brooklyn.com with any locations that have not been plowed. All locations are being referred immediately upon receipt to the Mayor’s Office and the Department of Sanitation. Currently, the Department of Sanitation is working on clearing primary and snow emergency routes. (Those must be completed before Sanitation will be able to attend to secondary and tertiary routes.)

Do not call 911 regarding abandoned cars. Call 311 instead. 911 should be used for emergency situations only.

Mass transit is still greatly affected. For specific details on the status of a particular train or bus, visit the MTA’s website.

If you do not have to drive, please do not drive. Cars continue to get stuck on streets and therefore are impeding clean up operations.

Sanitation refuse and recycling collections are suspended until further notice

Alternate side parking and metered parking rules are suspended for Tuesday, December 28th and Wednesday, December 29th

The New York City Department of Sanitation began issuing recycling violations pursuant to the new recycling law, Local Law No. 34 of 2010.

Local Law No. 34, signed by Mayor Bloomberg last month, establishes two tiers for fines based on the number of units in a building, and increases fines for larger apartment buildings, and commercial, and industrial buildings. First time fines for smaller residential buildings (1 to 8 units) remain the same at $25 for a first time offense, $50 for a second offense, and $100 for a third and subsequent violation in a 12-month period. An owner of a 1 to 8 unit residential building can never be deemed a persistent violator (which allows for the imposition of fines on a per bag basis).

The fines for larger apartment buildings (9 or more units), commercial and industrial buildings are now set at $100 for a first violation, $200 for a second violation and $400 for a third and subsequent violation in a 12-month period. The law allows for a person committing a fourth and subsequent violation within a period of six months to be classified as a persistent violator who shall be subject to a civil penalty of $400 for each violation. For persistent violators only, each container or bag containing solid waste (non-recyclable materials) that has not been source separated or placed for collection in a manner consistent with DSNY’s recycling rules, shall constitute a separate violation, provided that no more than twenty (20) separate violations are issued on a per bag or per container basis during any twenty-four hour period.

New York City Department of Sanitation Commissioner John J. Doherty recently distributed the following column in anticipation of the upcoming holidays:

GIVE MORE, WASTE LESS
Let’s Celebrate the Holidays, While Protecting the Environment!

By John J. Doherty, Commissioner of Sanitation

‘Tis the season… to celebrate and exchange gifts! And this year, as you enjoy the holidays, remember that you can make them the brightest ever by giving thoughtful gifts that cheer the heart and do not come at the expense of the environment.

In the last few years, Mayor Bloomberg and over eight million New Yorkers have worked very hard to make New York City a greener and more beautiful place in which to live and work. But there’s still much more you can do.

For starters, here are a few suggestions of how you can make your holidays more festive, greener and a lot less wasteful:

HOW TO GIVE MORE AND WASTE LESS THIS HOLIDAY SEASON

Give homemade gifts, such as cookies, handicrafts, framed photos.

Give entertainment, such as a museum membership, tickets to the movies, the theatre, concerts or to sporting events.

Give the gift of learning, such as language or music lessons, classes in cooking, photography, or other favorite hobbies.

Give your time or talent, such as baby-sitting, pet-sitting, computer help or home repairs.

Give fitness, such as gym memberships, personal training sessions, or classes in dance, yoga or Pilates.

Give pampering, such as a massage, facial or manicure and pedicure.

Give nature, such as flower seeds to plant next spring.

Give that which you no longer need, such as electronics, furniture, clothes in good condition, etc. to charitable organizations that will distribute them among those in need.

Give your gifts wrapped in recycled paper. Better yet, reuse gift wrap or create your own by using old calendars, comics, etc.

You may also choose to use an artificial tree instead of a real one. Recycle or reuse gift wrap. Send e-mail greetings rather than paper holiday cards. If you buy greeting cards, make sure they’re made from recycled paper. If you receive cards, recycle them.

For more ways to reduce, reuse and recycle, visit the DSNY website at: www.nyc.gov/sanitation

Happy Holidays!

Beginning December 3rd, 2010, the New York City Department of Sanitation will require all City residents to fully encase within a sealed plastic bag all mattresses or box springs being discarded for Sanitation collection. This new rule will help prevent an increase in bed bug activity, with bed bugs being found in homes and apartments. Bed bugs are generally nocturnal and tend to live in bedding, such as mattresses and box springs, hiding in their crevices until they are ready to feed.

Under the new rule, failure to place a mattress or box spring out in a proper bag can result in a $100 fine. The Department will delay enforcing the new set-out rule for 30 days, followed by full enforcement beginning January 3rd, 2011.

Plastic bags to contain the bedding are available at department stores, home improvement centers, at other home supply businesses, and online, at a modest cost. Bedding stores also provide removal options with purchases.

The Department of Sanitation has announced that, once again, there will be no composting program due to budget constraints. Raked leaves will be collected with regular household refuse. Leaves do not have to be placed in clear bags as in the past.

Please remember that it is still illegal for landscapers to dispose of yard waste by placing it at the curb for Sanitation Department collection. Landscapers must bring leaf and yard waste to a composting facility. Fines for lack of compliance are $25 for the first violation, $50 for the second violation, and $100 for the third and each subsequent violation.

If you are interested in donating the leaves for composting, Project LeafDrop (www.nycleaves.org) is organizing drop off sites for leaves. 6/15 Green Garden (www.615green.org) in Park Slope will be accepting leaves from the public at two locations: On November 8th and 21st from 11 AM to 1 PM at the community garden on Albemarle Road and Buckingham Road, and on the weekends of November 7-8, 14-15, and 21-22, from 11 AM to 1 PM at the community garden on 6th Avenue between 15th and 16th Streets.
