<p><strong>What is the Comprehensive Waterfront Plan?</strong><br />
The City’s Comprehensive Waterfront Plan is a framework for the citywide reclamation of the waterfront, guiding land use decisions along New York City’s shoreline. Recommendations for Vision 2020 are expected in the Fall, and a full report to be presented to the City Council and the public by end of 2010.</p>
<p><strong>What is the purpose of these workshops?</strong><br />
We want to hear your suggestions for how to improve your waterfront. At the workshops, the Department will start with a short presentation of the findings of our assessment of resources of Brooklyn’s waterfront- what public access exists today, where there are industrial activities, the natural areas, etc. We’ll then break into small groups to discuss particular segments of the Borough’s waterfront, what we refer to as Reaches. In these small group discussions, we want to hear from you and hear your suggestions for how you envision improving the waterfront.</p>

			<content:encoded><![CDATA[<p>The Flatbush rezoning proposal began formal public review on March 2, 2009 with the Department of City Planning’s Certification of the <a class="Link_Blue_11" href="http://nyc.gov/html/dcp/html/luproc/ulpro.shtml"><em>Uniform Land Use Review (ULURP)</em></a> application (C 090336 ZMK and N 090335 ZRK).</p>
<p>Brooklyn Community Board 14 held its public hearing on Thursday, April 2, 2009, and the consensus of the members was to recommend that the rezoning plan be approved as submitted.  On Monday, April 20, 2009, the Board adopted the recommendation and approved of the rezoning plan.</p>
<p>Brooklyn Borough President Marty Markowitz held a public hearing on the proposal on Thursday, May 7, 2009 at Brooklyn Borough Hall.   The next step in the process is for the City Planning Commission to conduct a public hearing on the plan on June 3, 2009.</p>

<p>The public hearing notice is as follows:</p>
<p><span id="more-674"></span>Brooklyn Community Board 14 has scheduled a public hearing to receive public comment in the matter of an application, #C 090336 ZMK, submitted by the Department of City Planning pursuant to Sections 197-c and 201 of the New York City Charter for an amendment of the Zoning Map, Section Nos. 16d, 17b, 22c and 23a.</p>
<p>Under the current zoning, construction of tower apartment buildings is permitted without height limitation in low-rise, detached residential neighborhoods, and has resulted in buildings that are inconsistent with the typical character of those neighborhoods.  In addition, out-of-scale buildings have also been constructed in apartment building districts.  Current zoning also allows attached and semi-attached buildings in neighborhoods that are entirely of detached character.  Finally, current commercial overlays do not reflect the depth of commercial uses on main streets within the study area or do not exist where commercial uses are present.</p>
<p><strong>The rezoning proposal seeks to:</strong></p>
<ul class="unIndentedList">
<li> <strong>Respond to out-of-scale development in detached home neighborhoods;</strong></li>
<li> <strong>Address community&#8217;s and elected official&#8217;s request for contextual rezoning in other rowhouse and apartment building areas;</strong></li>
<li> <strong>Provide opportunities for housing development and incentives for affordable housing along certain corridors;</strong></li>
<li> <strong>Maintain opportunities for commercial growth and re-investment in commercial areas.</strong></li>
</ul>
<p>Specifically, the proposed rezoning would change neighborhoods with detached homes currently, mapped with R3-1, R3-2 and R6 districts which allow attached and semi-attached buildings, to contextual, detached home districts.  R5 districts would be replaced with R5B and R5D contextual districts, and R6 districts elsewhere would be replaced with contextual R6A, R6B and R7A districts.  R7-1 districts would be replaced with R7A contextual districts.  Changes are also being made with respect to commercial overlays as well as Quality Housing Study Areas and Inclusionary Housing bonuses.</p>
