7:30 PM – Citywide Residential Streetscape Preservation Text Amendment – ULURP# N100139ZRY – The Department of City Planning is proposing a city-wide zoning text amendment to preserve and enhance the streetscape character of residential neighborhoods. The text amendment closes loopholes in front yard planting requirements, responds to concerns of Community Boards and elected officials related to inappropriate curb cuts and front yard parking pads, and clarifies parking requirements for new dwelling units created in existing homes, and for older residential buildings developed before there were parking requirements. – David Parish, NYC Department of City Planning

Community Board Membership

Our 50 Board Members are appointed by the Borough President, half of them at the recommen-dation of a local City Council Member. They serve voluntary 2-year staggered terms. Becoming a member is a serious responsibility that requires a commitment of time and interest. If you’ve ever thought about getting involved in the community you can start today! Then consider escalating your level of commitment as your interest piques and personal circumstance will allow. Con Edison Repairs On Glenwood Road
Thursday, December 10th, 2009Con Edison has informed us about major repair work that will take place on Glenwood Road between Coney Island Avenue and East 22nd Street in the upcoming weeks. Con Ed claims that this work is necessary to avoid potential brownouts and power failures in the future.

Please be advised that CON EDISON will be digging from E 22 St to Coney Island Ave on Glenwood Rd. The extensive work is necessary to upgrade the underground electric system. Additionally we will be digging 2 trenches on either side of the train tracks on Glenwood Rd. from Rugby Rd. to East 17th St.
This extensive drilling under the tracks will improve the reliability of the system by extending feeder ducts from E 22 St to Coney Island Avenue on Glenwood Rd. This work will continue during the days into January 2010.

No Garbage, Recycling Collection or Street Cleaning on Christmas Day, December 25th and New Year’s Day, January 1st (UPDATED)
Thursday, December 10th, 2009The New York City Department of Sanitation (DSNY) announced that there will be no garbage or recycling collection, or street cleaning on Christmas Day, Friday, December 25, 2009, and New Year’s Day, Friday, January 1, 2010. In addition, all Sanitation Department administrative offices will be closed on Friday, December 25th and Friday, January 1, 2010, in observance of the holiday.
Those residents who normally receive Friday collection will not have their recycling picked up until Saturday, January 2, 2010. All garbage should be placed curbside for collection each Friday after 4 P.M. for pickup.
UPDATE:
Sanitation Commissioner John J. Doherty announced that the Sanitation Department (DSNY) will resume limited refuse and recycling collections as of Tuesday, December 22, 2009, even as other workers continue to battle the aftermath of Saturday’s foot deep snowfall. Collections had been suspended when the DSNY began snow fighting on Saturday.
The Commissioner also said that the DSNY will:
- Continue plowing and salting snow and ice conditions citywide.
- Resume limited refuse and recycling collections tonight. (The public should start placing refuse and recycling out, as usual, on their scheduled days. But expect delays in collections.)
- Ask residents to clear snow from uncollected refuse and recycling at curbside.
- Use temporary snow laborers again Tuesday, December 22nd.
Continue enforcing unshoveled snow and ice violations on sidewalks.
Street Tree Pruning Schedule
Thursday, December 10th, 2009As a result of the many inquiries to our office about tree pruning schedules, we have asked the NYC Department of Parks & Recreation for a schedule of street tree prunings in our district. The frequency for regular street tree pruning has been decreased from every 7 years to every 10 years. Click the map below to see when your block is scheduled for its next pruning.
Street Activity Permit Process Update
Thursday, December 10th, 2009Beginning in 2010, the Office of Citywide Event Coordination and Management System (CECM) has provided block party applicants another option for filing permit applications for street closures.
These new regulations will permit residents to file an application for a block party online. However, CB14’s rules and regulations governing the procedure for applying for street activity permits will remain the same. CB14’s approval on all applications is still necessary, whether submitted on paper or online. Therefore, residents should continue initiating the application process for a street closure with our office. This will permit us to evaluate applications prior to fee payment and submission, and help sponsors avoid hassles and complications.
Additionally, a letter will be sent to those groups who applied for a permit last year informing them of this new option.

Citywide Campaign on Dangers of Illegal Conversions
Wednesday, December 9th, 2009As of November 16th, the Department of Buildings has teamed up with the FDNY to launch a citywide campaign educating New Yorkers about the dangers of illegal conversions and how to stay safe. Inspectors and volunteers are distributing more than 60,000 flyers in all five boroughs. This link will allow you to access the literature, currently available in 11 languages.

WHERE PROSPERITY BREEDS PROXIMITY
by Vivian ToyMANY blocks in Midwood, with its rows of orderly detached homes and private driveways, give the feeling of a carefully planned suburb — a serene surprise after turning off a thoroughfare like Coney Island Avenue or Ocean Parkway.
But closer inspection reveals that the landscape has, in fact, been altered: on virtually every block, at least one or two homes have been significantly expanded — built up, built out, even built down.
