School Safety Improvement Phase I for Public School 217
The New York City Department of Education, the School Construction Authority, and the Department of Design and Construction, has informed CB14 that they will begin work on the School Safety Improvements for Public School 217, which is located at Newkirk Avenue and Coney Island Avenue.
The project will include the following improvements:
- Pedestrian curb extensions on the northeast and southeast corners of Coney Island Avenue and Newkirk Avenue
- Pedestrian curb extensions on the northwest and southeast corners of Newkirk Avenue and Westminster Road
- Pedestrian refuge in the middle of Coney Island Avenue and Newkirk Avenue, and
- Other work pertaining to distribution water mains, hydrants, catch basins, sidewalks, pedestrian ramps, traffic lights, street lighting and trees.
Work will be conducted in the following manner:
- Work 9 AM to 2 PM Monday to Friday
- Work 4 PM to 10 PM Monday to Friday; no work on January 9, 10, 11 and March 6, 7, and 8
- Work Saturday and Sunday 9 AM to 6 PM
- Note: On weekdays that school is not in session, contractor may also work 7 AM to 6 PM
- During working hours, occupy 11 foot of roadway adjacent to the curb while maintaining one eleven foot lane for traffic on one way streets and two eleven foot lanes in each direction on two way streets
- During working hours may occupy/close one crosswalk at a time posting necessary signage to notify pedestrians to use other crosswalks
- After working hours, enclose work zone by occupying 3 feet adjacent to curb and partial sidewalk while maintaining minimum 5 feet clear sidewalk for pedestrians. All crosswalks must be opened during non-working hours

Construction on Coney Island Avenue
Tuesday, March 24th, 2009For those of you who are concerned about today’s closure of Coney Island Avenue in the vicinity of Foster Avenue, Glenwood Road and Westminster Road for construction, please be advised that Community Board 14 was not informed about the work in advance.
We are currently trying to ascertain the reasons why this work was initiated without any community consultation, and we are working with multiple agencies to mitigate the gross inconvenience that this work is causing our residents.
Flatbush Rezoning Proposal Certified; Public Hearing Scheduled for April 2nd
Monday, March 16th, 2009The New York City Department of City Planning has certified the Flatbush Rezoning Proposal, and the Uniform Land Use Review Procedure for adopting this zoning text amendment has begun.

Special Passover Sanitation Collections
Monday, March 16th, 2009Brooklyn Community Board 14 is pleased to announce that Department of Sanitation Commissioner John Doherty has once again approved the Board’s plan for additional Sanitation collection services in portions of the Flatbush, Midwood and Kensington areas to assist our residents in preparation for Passover observances. The plan provides for an additional collection on Tuesday, April 7, 2009 and Wednesday, April 8, 2009.

The New York City Department of City Planning has agreed to brief our Board on the Inclusionary Housing Zoning Text Amendment. This is particularly important because, upon the anticipated adoption of the Flatbush rezoning proposal, these Inclusionary Housing rules will apply to certain portions of our district.
Chairman Alvin Berk is, therefore, calling an emergency meeting of Community Board 14’s Executive Committee for Thursday, March 19, 2009 at 6 PM in the CB14 District Office, 810 East 16th Street between Avenue H and the Dead End.
Unfortunately, the March calendar has already been distributed. However, the information about this meeting, the Flatbush Rezoning and the Inclusionary Housing Zoning Text Amendment are on our website for your review

Parking Restrictions for Filming of “Fringe”
Friday, March 6th, 2009Warner Brothers Television has informed CB14 that filming for the TV show, “Fringe”, will take place on Tuesday, March 10th from 7 AM to 10 PM. Parking will be held in advance of filming on the following blocks:
- Westminster Road between Albemarle Road and Church Avenue (both sides)
- Westminster Road between Church Avenue and Caton Avenue (West side only)
- Church Avenue between East 11th Street and East 13th Street (both sides)
- Church Avenue between East 13th Street and East 14th Street (both sides)
Cars that remain parked on those streets by 8:00 PM on Monday, March 9th will be relocated by the Vehicle Tow Unit (VTU) of the New York City Police Department.
